hutrans - Converts file with Ӓ to pure UTF-8

Utrans copies a text file while replacing all occurences of Ӓ with the appropriate UTF-8 sequence. It also understands a hexadecimal notation in the form of ꯍ to allow you to copy encoding directly from various maps.
